The Cabinet approved document “Proposed actions to increase the attractiveness of the special economic zones for investors” on 4th December, 2013. Changes, which are included in this document, will encourage more entrepreneurs to invest in special economic zones, and those already present to reinvestments.
The solutions proposed by the Ministry of Economy establish among others the reduction of requirements for inclusion of the private areas to SEZ, depending on the level of the unemployment rate in the specific area. There, where the rate is equal to or lower than the national average requirements will be reduced by 20 per cent, and in other districts by 30 per cent. In comparison with the current standards, minimum obligations are as follow:
-in the district, in which the unemployment rate is equal or lower than 60 per cent of the national average, the enterpreneur is obliged to create at least 400 working places (now it is 500) or to bear investment costs at least in the amount of PLN 280 million (now it is PLN 350 million)
-in the district, in which the unemployment rate is higher than 160 per cent of the national average, but not more than 200 per cent, the enterpreneur is obliged to create at least 105 working places (now it is 150) or to bear investment costs at least in the amount of PLN 70 million (now it is PLN 100 million)
– in the district, in which the unemployment rate is higher than 250 per cent of the national average, the enterpreneur is obliged to create at least 35 working places (now it is 50) or to bear investment costs at least in the amount of PLN 12 million (now it is PLN 17 million)
According to plans, these standards should to be in force until 31st December 2016.
The Ministry of Economy assumes also a better opportunity for the enterpreneurs to begin investment before formal inclusion of private terrain to special economic zone. An important change is the support for reinvestments on private areas. According to previous principles, tax exemption is available only for the first project, with which investor comes into zone.
The new rules will influence scope of actions of companies, which manage the SEZ. They will be supposed to act as an intermediary between business and education, and coordinate the development of cluster structures. It is worth pointing out that Katowice Special Economic Zone has once again won The Best Economic Zone of the Year Award.
